Oakland's Loss Of The Oakland A's To Las Vegas Really Started 4 Years Ago - ATLNews


The Oakland Athletics were approved for funding a $1.5 billion ballpark to be built on land currently occupied by The Tropicana Hotel on The Las Vegas Strip. While many have said that Las Vegas did in two years in gaining a stadium funding agreement, Oakland didn't do in a generation. It's easy to forget Portland, and my Aug 27, 2019 vlog reporting that the A's were deep into planning what I called a “Raiders Style exit' from Oakland. Meanwhile, MLB and the A's started also talking to Las Vegas about relocation that same year. A couple of real estate developer friends passed that info to me, and eventually, the A's would visit Portland, giving serious signals that the team wasn't long to be “Rooted In Oakland”. But on May 12, 2021, Las Vegas Mayor Carolyn Goodman tweeted that she and her team were quietly in talks with the Oakland A's about a possible move since 2019. The Oakland / Las Vegas “parallel paths” term that Kaval started using two years ago, really started almost simultaneously with the planning of Howard Terminal in Oakland in 2019. This version of the Oakland A's, owned first by Lew Wolff, then by John Fisher with Dave Kaval as A's President, finally achived their objective of finding land and public money assistance for a ballpark. Trouble is, after trying in Oakland in 2000 at Laney College, then 2006 next to the Coliseum, then 2012 at Howard Terminal, and then rebuffed againt at Laney College, then not seeing Howard Terminal happen in a timely fashion, Dave Kaval turned to Las Vegas – and earlier than most people think. The emergence of Las Vegas as a competitor city to Oakland for the A's really started in the wake of the Raiders move to Las Vegas after NFL approval on March 26th, 2017. Raiders Owner Mark Davis was encouraged by a 2014 UNLV study that showed how to make sports betting more secure and reliable. Trouble is, Las Vegas was still part of a small number of states that allowed sports gambling; the overall industry's growth was blocked by decades of legislation. But 2018 saw rapid change favorable to Las Vegas and due to the Raiders move and the Supreme Court. Major League Baseball Commissioner Rob Manfred first mentioned Las Vegas as a candidate for expansion July 17, 2018, when he said “I think Vegas is a viable expansion alternative,” on “The Dan Patrick Show.” “I think it’s big enough.” That would not have happened but for May 14, 2018, and Murphy v. NCAA, when the U.S. Supreme Court overturned the Professional and Amateur Sports Protection Act (PASPA) Monday, and made it legal for states to draft their own regulations for local sports betting. While Major League Baseball's prohibitions on betting made change to accept sports betting slow, MLB was encouraged by a 2018 study that reported that the four major sports leagues will earn a collective $4.2 billion from widely available legal sports betting and of that $1.1 billion for baseball. Since Las Vegas was and has been the run-away leader in the gaming indusry, any sporta team located their gained a tremendous advantage due to easy access to experts in the field, and far more so than most states except New Jersey. But what caused MLB and Oakland to eventually move to the idea of relocating the A's, was what Commissioner Manfred called “the stadium situation” in Oakland and Tampa, plus the fact that California did not, and still does not allow, sports betting. While sports gambling moved to legality in 2018, that same year the Oakland A's signed an agreement with the City of Oakland that allowed the team to pay for City staff-time toward predevelopment work toward eventully securing a development agreement and a funding agreement sparking the groundbreaking for Howard Terminal Ballpark. So, at this point, Las Vegas was in the exploratory stage, as it was seen more as a candidate for expansion. Meanwhile, Portland, hungry to get an MLB team, saw the Oakland A's as nearby and vulnerable, and so aggressively went after the organization. But then, in 2019, the City of Oakland started working with the A's and the California Legislature toward the passage of two bills, SB 293 Skinner (named for California State Senator Nancy Skinner), and AB 734 Bonta, (named for California Assemblyman now Attorney General Rob Bonta). California Governor Gavin Newsom signed both into law October 11th, 2019. And on March 14th, 2019, the City of Oakland hired real estate executive and friend of Oakland Assistant City Administrator Betsy Lake, Molly Maybrun, as the Project Manager for The Howard Terminal Ballpark Project. So, Howard Terminal seemed to be on its way. But 2020 showed a dramatic slow-down, because the City of Oakland never bothered to create a public financing authority to steer stadium development. Zennie Abraham Gives Coliseum City Oakland Raiders Stadium Presentation At Luka's Taproom, September 23 2015 This was a lecture to present a plan for new version of Coliseum City based around a proposed plan for a Raiders Stadium and Hotel Complex. The event was a result of Oakland Raiders Owner Mark Davis asking me to come up with a stadium plan (with long-time friend Mike Silver as my witness) while we were at the NFL Spring League Meeting held that May in San Francisco. The plan I formed was based on Mark's statement that he needed $400 million from the City of Oakland in order to make the financing work from his perspective. The plan I created drew that $400 million from the net operating income of a planned 1,100 room hotel that would be built in such a way that it was connected to the newly rebuilt stadium by way of an entrance pavilion. The idea of the meeting at Luka's was to present the plan to members of "Save Oakland Sports" to drum up support. Gary Flaxman used my Flip Video Camera, but at one point he decided to turn it 45 degrees - not sure why to this day, but it's only a small segment of time in the total presentation, the rest of which is shown normally. In the picture is my friend and former boss former Oakland Mayor Elihu Harris. Unfortunately, Luka's is closed now. It was a victim of the Pandemic and Oakland's complete lack of any economic development program to save small businesses. Stay tuned. Oakland A's Never Said Las Vegas Ballpark Needed To Sellout To Pencil-Out, Bad Journalists Did - ATLNews


It's sad that in sports in America, an unpopular team relocation decision automatically leads to bad journalism, but that's the case with the Oakland Athletics' plan to build a $1.5 billion ballpark in Las Vegas, and on land currently occupied by the Tropicana Hotel. The Oakland A's recently announced that the ballpark is expected to draw 2.5 million visitors. The whole mess started with Bally's press release, which read, in part, “The ballpark is expected to welcome more than 2.5 million fans and visitors annually, and will be a one-of-a-kind asset for the Las Vegas Strip” and “The new ballpark will accommodate approximately 30,000 fans.” No where in the press release did Bally's say that the proposed ballpark would need 30,000 fans for the bond issue to be paid. Journalists (most notably with the L.A. Times) unthinkingly hopped on that “2.5 million fans “ number to assume that it meant the A's were saying each game would draw over 30,000 visitors, and that each person would have a seat. In point of fact, neither Bally's nor the A's said that. Given that Bally's announced its intention to attract other developer partners, writing “Bally's retains the ability to assign the rights to all aspects of this development and has received material interest from development partners”, it's fair to assume that there will be a standing-room-only ticket sales provision, the better to assure that patrons flow from ballpark to other land uses in the sports and entertainment district. The trouble is, folks who call themselves journalists, didn't stop to think about the ballpark from the perspective of a stadium developer, let alone ask questions that would reflect a stadium developer's perspective. Indeed, this entire affair reveals that the modern journalist is really a blogger absent the number one rule of Blogger's Ethics: always state your biases and never fein objectivity. So, the biased journalist trots out my friend, Stanford Profesor Roger Noll, who's a really heck of a nice man, but has a terrible bias that comes into his work in evaluating the economic performance of stadium proposals. We know each other from my days as Founder and CEO of Sports Business Simulations, where I created the Oakland Baseball Simworld game for the classroom. Anyway, Roger did the unthinking thing, where he forgot that the stadium's part of a larger development project, and assumed that the A's were projecting that each ticket sold was for a seat, rather than SRO and seating. In other words, Professor Noll tried to assume something wrong with the proposal, rather that follow its land use layout to its logical conclusion that bears repeating: the ballpark is part of a sports and entertainment complex where visitors can watch baseball and do other things, all in one visit. Call it a compact version of what Oakland Coliseum City is supposed to be, just in Las Vegas. And as for the numbers Bally's put out, Roger was clearly missing the real news: that the projected tax revenues would be enough to pay off the $120 million bond issue in 5 years, even though the debt service is spread over 30 years. Assuming an interest rate of 6 percent, the debt service over 30 years totals $261,536,081, or $8,717,869, annually. Meanwhile the expected tax revenue is $38.8 million from one-time construction, $17 million annually, and $36.5 million, annually from “incremental visitation”, totals $92.3 million in year one, and then $53.5 million each year, thereafter. So, over a four year period, that totals $306 million, or a difference of a positive $44.764 million, and that's leaving another 25 years of tax revenue collection for the bond. So, it's quite clear that just taking a little time to crunch the numbers reveals that the ballpark complex does pay for itself. If journalists of today acted like objective operators they claim to be, perhaps we'd get a real, honest look at stadium proposals, Stay tuned.

Did Molly Maybrun Oakland’s Howard Terminal Project Manager, Leave Or Is On As Consultant? Does Mayor Thao’s still have her as Point Person? Molly Maybrun has served as the Howard Terminal Ballpark Project Manager since March of 2019. For that time, she's proudly put that she held that title and worked for the City of Oakland in her Linkedin Page Profile; now, it simply reads that she's a Real Estate Development Executive, with no association to anyone. But, her City of Oakland experience reads that she's still working with the City, even as Linkedin refers to her in the past-tense. My hypothesis is that she's still on as a consultant. But all of this is clearly related to the A's focus on moving to Las Vegas. It also points to a possible lowering of focus on the task of redeveloping Oakland's Waterfront. And she may be a casualty of Oakland's expected large budget deficit, as well. Whatever the case, it's a sad end to the Howard Terminal Project as one that has the high-priority designation of the City of Oakland. Which begs the question: what would happen if the A's turned around and elected to try and stay in Oakland? Can the City of Oakland afford the effort? Well, if the City of Oakland actually started using tax increment financing, the answer would be a giant "YES". Stay tuned.
