Zennie Abraham Gives Coliseum City Oakland Raiders Stadium Presentation At Luka's Taproom, September 23 2015 This was a lecture to present a plan for new version of Coliseum City based around a proposed plan for a Raiders Stadium and Hotel Complex. The event was a result of Oakland Raiders Owner Mark Davis asking me to come up with a stadium plan (with long-time friend Mike Silver as my witness) while we were at the NFL Spring League Meeting held that May in San Francisco. The plan I formed was based on Mark's statement that he needed $400 million from the City of Oakland in order to make the financing work from his perspective. The plan I created drew that $400 million from the net operating income of a planned 1,100 room hotel that would be built in such a way that it was connected to the newly rebuilt stadium by way of an entrance pavilion. The idea of the meeting at Luka's was to present the plan to members of "Save Oakland Sports" to drum up support. Gary Flaxman used my Flip Video Camera, but at one point he decided to turn it 45 degrees - not sure why to this day, but it's only a small segment of time in the total presentation, the rest of which is shown normally. In the picture is my friend and former boss former Oakland Mayor Elihu Harris. Unfortunately, Luka's is closed now. It was a victim of the Pandemic and Oakland's complete lack of any economic development program to save small businesses. Stay tuned. Oakland A's Never Said Las Vegas Ballpark Needed To Sellout To Pencil-Out, Bad Journalists Did - ATLNews


It's sad that in sports in America, an unpopular team relocation decision automatically leads to bad journalism, but that's the case with the Oakland Athletics' plan to build a $1.5 billion ballpark in Las Vegas, and on land currently occupied by the Tropicana Hotel. The Oakland A's recently announced that the ballpark is expected to draw 2.5 million visitors. The whole mess started with Bally's press release, which read, in part, “The ballpark is expected to welcome more than 2.5 million fans and visitors annually, and will be a one-of-a-kind asset for the Las Vegas Strip” and “The new ballpark will accommodate approximately 30,000 fans.” No where in the press release did Bally's say that the proposed ballpark would need 30,000 fans for the bond issue to be paid. Journalists (most notably with the L.A. Times) unthinkingly hopped on that “2.5 million fans “ number to assume that it meant the A's were saying each game would draw over 30,000 visitors, and that each person would have a seat. In point of fact, neither Bally's nor the A's said that. Given that Bally's announced its intention to attract other developer partners, writing “Bally's retains the ability to assign the rights to all aspects of this development and has received material interest from development partners”, it's fair to assume that there will be a standing-room-only ticket sales provision, the better to assure that patrons flow from ballpark to other land uses in the sports and entertainment district. The trouble is, folks who call themselves journalists, didn't stop to think about the ballpark from the perspective of a stadium developer, let alone ask questions that would reflect a stadium developer's perspective. Indeed, this entire affair reveals that the modern journalist is really a blogger absent the number one rule of Blogger's Ethics: always state your biases and never fein objectivity. So, the biased journalist trots out my friend, Stanford Profesor Roger Noll, who's a really heck of a nice man, but has a terrible bias that comes into his work in evaluating the economic performance of stadium proposals. We know each other from my days as Founder and CEO of Sports Business Simulations, where I created the Oakland Baseball Simworld game for the classroom. Anyway, Roger did the unthinking thing, where he forgot that the stadium's part of a larger development project, and assumed that the A's were projecting that each ticket sold was for a seat, rather than SRO and seating. In other words, Professor Noll tried to assume something wrong with the proposal, rather that follow its land use layout to its logical conclusion that bears repeating: the ballpark is part of a sports and entertainment complex where visitors can watch baseball and do other things, all in one visit. Call it a compact version of what Oakland Coliseum City is supposed to be, just in Las Vegas. And as for the numbers Bally's put out, Roger was clearly missing the real news: that the projected tax revenues would be enough to pay off the $120 million bond issue in 5 years, even though the debt service is spread over 30 years. Assuming an interest rate of 6 percent, the debt service over 30 years totals $261,536,081, or $8,717,869, annually. Meanwhile the expected tax revenue is $38.8 million from one-time construction, $17 million annually, and $36.5 million, annually from “incremental visitation”, totals $92.3 million in year one, and then $53.5 million each year, thereafter. So, over a four year period, that totals $306 million, or a difference of a positive $44.764 million, and that's leaving another 25 years of tax revenue collection for the bond. So, it's quite clear that just taking a little time to crunch the numbers reveals that the ballpark complex does pay for itself. If journalists of today acted like objective operators they claim to be, perhaps we'd get a real, honest look at stadium proposals, Stay tuned.

Molly Maybrun has served as the Howard Terminal Ballpark Project Manager since March of 2019. For that time, she's proudly put that she held that title and worked for the City of Oakland in her Linkedin Page Profile; now, it simply reads that she's a Real Estate Development Executive, with no association to anyone. But, her City of Oakland experience reads that she's still working with the City, even as Linkedin refers to her in the past-tense. My hypothesis is that she's still on as a consultant. But all of this is clearly related to the A's focus on moving to Las Vegas. It also points to a possible lowering of focus on the task of redeveloping Oakland's Waterfront. And she may be a casualty of Oakland's expected large budget deficit, as well. Whatever the case, it's a sad end to the Howard Terminal Project as one that has the high-priority designation of the City of Oakland. Which begs the question: what would happen if the A's turned around and elected to try and stay in Oakland? Can the City of Oakland afford the effort? Well, if the City of Oakland actually started using tax increment financing, the answer would be a giant "YES". Stay tuned.

Here is a breakdown of the main points of the legislation: 1. Special Zone Formed: sports and entertainment improvement district, ran by Las Vegas Stadium Authority. 2. Oakland A's pay or cause to be paid monies from taxes from “tangible personal property sold at retail, or stored, used or otherwise consumed, in the sports and entertainment improvement district during a fiscal year,” and monies from business taxes, event charges, and other fees. But the A's don't pay a property tax or possessory interest tax the way the bill is written. 3. Bond issue of $120 million results in annual debt service of $6,524,560 over 30 years or total of $202.6 million bond cost at 3.5 percent. 4. Oakland A's could levy a $7 ticket surcharge and raise $17,010,000 annually from 30,000 seats. That's 2.6 times the annual debt service of $6,524,560, and beyond the 2-to-1 debt coverage ratio. 5. How Circle-Jerk Journalism Screwed Up Oakland A's Las Vegas Ballpark Financing News - ATLNews


As the Nevada Legislature turns toward the matter of a type of financing package for the proposed Oakland Athletics Ballpark for Las Vegas (which means the A's are leaving Oakland), what I will not soon forget is the dramatically bad news reporting on the matter of how the bond issue funding is supposed to work. The problem is those who, first, insist above all else in calling themselves journalists, and letting you know they're just that. They spend more time doing that than actually learning about municipal finance, or why something called tax increment financing was identified for use in the A's Las Vegas Ballpark political theater. The main problem is that the practitioners of this particular brand of journalism don't believe in reading, just finding someone to ask a question of, and then calling that person a source. More often than not, the “source” is not someone actually working on the ballpark project, but really, someone else who calls themselves a “journalist”. And that means we're infected by “circle jerk” behavior. But what's a “circle jerk”? Well, a “circle jerk” is defined as: A situation in which a group of people engage in self-indulgent or self-gratifying behavior, especially by reinforcing each other's views or attitudes. "those award ceremonies are big circle jerks". That's what's happened with the reporting, so an article or “tweet” (which in itself has killed news platforms) gets passed from one person who wants to be thought of as a news-type and is then passed on to another person who wants to be thought of as a news type, and both work for what are identified as traditional news sources, or they're working for a news platform which is new, but they, themselves, come from a history with traditional news. For me, who has an actual history doing public financing work for the City of Oakland, City of Emeryville, small developers, and what was then called Pryor McCllendon Counts Investment Bankers, and then bult the only online model simulation of the business of the Oakland Athletics, the behavior of the “circle jerk” mob has been a sad something to watch. I have my friends who work on these projects consistently tell me the “circle jerk” mob gets it wrong, and I get it right. They do not quote me for a set of very silly reasons: I have my own media company and I'm black. The only person who does not fit that mold is named Casey Pratt with ABC 7 KGO San Francisco Bay Area. But Casey's the lone exception to the rule and his very existence makes the overall problem more obvious. Let's get it out of the way, because racism is a big part of this, too. Not one of the organizations has anyone black working on the A's story. Not one of the companies is black-owned. They're more interested in what their circle says, than actually getting it right and asking questions of me. Some of these folks would rather pay more mind to an economics student who has no background in municipal finance or urban economics, but who worked at the Oakland Coliseum, and who's white and male. I guarantee you if he were black, they'd pay him no mind. That's the sad fact of all of this. How Journalists Can Improve: Advice From A Video-Blogger My simple advice is to learn muncipal terms as explained in a variety of online sources, and then quote those sources, even over someone you talk to. In other words, use the Internet. Then, find people who have financial models or do that kind of work, like me, and ask them for help. The end result is better reporting than what is going on, now. It's horrible, the journalism of today. Stay tuned.

What Is Tax Increment Financing? A Primer For Las Vegas On The Oakland A's LV Ballpark Project The Oakland A's Las Vegas Ballpark Project has sparked a lot of completely baseless talk about a property tax collection and use approach that goes back to 1952: tax increment financing, or "TIF". It was first created in California, and led to the largest use of what is called TIF of any state in America. Today, tax increment financing is law in every state of America, with New Jersey being the last to adopt it in 2009. Ok, but what is tax increment financing and who am I? I am Zennie Abraham, and I have 37 years of experience in TIF and from 1987, when the City of Oakland hired me as a redevelopment intern, and I built a giant spreadsheet model that could be used for any redevelopment tax increment financing project in the State of California. I used it to gain consulting engagements with the City of Emeryville, then the San Francisco Redevelopment Agency, and then work for the San Francisco Human Rights Commission under the late Edward Lee, later SF's great mayor. In 1995, I was hired as Economic Advisor to Oakland Mayor Elihu Harris. From 1999 to 2000, I headed the effort to bring the Super Bowl to Oakland - we lost to Jacksonville. And from 2003 to 2010, I was CEO of Sports Business Simulations, where my Oakland Baseball Simworld contained a TIF option for a new stadium. Thousands of students at the University of San Francisco and over 40 colleges and high schools learned about tax increment financing via my online simulation game for the classroom, and based on the Oakland Athletics' quest for a new ballpark. Now, back to TIF. TIF is a way to allow the expected property tax, sales tax, and other expected taxes from a new development project to be used to help pay for its construction. In California, the original idea was to catalyze the redevelopment of places considered blighted, and so not attracting private investment. It was formed to counter the investor racism that stopped development in predominantly black areas of a city. Today, TIF's primary purpose is to generate a desired type of development and also to use part of that money to fund special social programs, like affordable housing. In Nevada, tax increment financing is already part of special tourism development legislation, a bill called AB 10 that's for transportation and affordable housing, and TIF has a general use designation as well. In general, TIF works like this: From legislative approval, property taxes (and sometimes sales taxes and other taxes) normally paid from the land-owner to the government's general fund go to a special fund or a completely different organization called a "redevelopment financing authority". That redevelopment financing authority", in the Oakland A's case, is to be the Las Vegas Stadium Authority. Then, a proposed first year before the start of the collection of tax revenue for TIF is established, and it's called "the base year". That's the first year that assessed value is recorded for TIF. Then, in the second year, the assessed value for that year, is subtracted from the base year, and we get the first year of what is called the "tax increment". The normal property tax rate is multiplied times that tax increment to get the final TIF Revenue for that year. Then, the process is repeated, where the base year assessed value is always subtracted from that "current" year, be it year 1, year, 2, and so on. That process is repeated the number of times equal to the years the bond revenue will be collected. So, if you have a 30-year bond issue, as allowed by Nevada law, then that process is done 30 times, once each year. In the A's case, TIF, normally used for privately-owned buildings, is done with a twist: the A's pay a "possessory interest tax" - which serves to fuel the TIF revenue flow that the normal property tax does. All of that is used to pay off the annual debt of a bond issue - that is principal and interest. So, the TIF revenue has to cover that interest over the proceeds of the bond - the $550 million or the the $395 million are the proceeds, but the tax increment revenue will be the same if the project cost remains at $1.5 billion. The problem is the A's don't want to pay a tax, and that damages how TIF works, because there's no money to do it - unless the government does it. That's never been done, and should not be done.
