Neighbors Together Oakland is driving a Town Sweep initiative to demand the City of Oakland take immediate action to address the homeless crisis, starting with implementation of the Encampment Management Plan (EMP), unanimously approved by the City Council, and slated to take effect January 20th, 2021.
