City Of Oakland Must Avoid SPUR Recommendations Slapping A San Francisco Gov Model Because It's SF What follows is a discussion I am launching based on a little-known November 2021 document called "Making Government Work: 10 ways city governance can adapt to meet the needs of Oaklanders". The document by San Francisco Planning and Urban Research (SPUR) was done after a series of interviews with some Oaklanders (not me) and then the series of 10 recs was issued. Too much concern about Mayor and City Council without consideration for Oakland Employees who are tasked with getting the job done. We've had a generation of focus on Mayor and City Council, and nothing's improved, so we need to get out of that mental model and toward a more comprehensive one. I'm concerned that we're about to make the same cognitive mistakes. Better to actually model-out how the city works conceptually, then test various approaches within that model. The SPUR Recommendations do nothing but shift deck chairs on the Titanic and does not consider how it would work in actual practice. For example, it invites conflict between the City Auditor and City Controller. And Oakland residents care less about Mayoral Power than actual service delivery. When Kofi Bonner was Economic Development Chief and Interim City Manager in 1996-97, he came up with the "Area Teams" approach, matching service delivery to City Council District. It really improved performance evaluation and adjustment, then It was thoughtlessly scrapped. Slapping a SF model just because it's SF is completely unnecessary and Oakland is not East San Francisco. We need a system that actually improves the involvement of professionals who do service design and delivery via data collection / action. I also noticed there was no system installed to improve interaction between City Council and City Staff; the tampering rule must be eliminated ASAP. Replace it with a set of rules of engagement. Councilmembers are the city's sensors, so a connection with staff is logical. Stay tuned.

But he says he's not asking for money -- his Uber dropped him off at the wrong place and he's looking for directions to his DJ gig. Andy is speechless. Oakland Blogger Zennie. This continues to be nutso and it should not be legal. The Google Search Engine has been programmed to cover up the fact that I, Zennie Abraham, Oakland’s Blogger, and the first to make a news blog in Oakland, California, was one of the first bloggers in the history of the Democratic National Convention to be invited to cover that historic event. Yes, I, Zennie Abraham and my blog Zennie2005.blogspot.com AKA Zennie’s Zeitgeist , was one of 128 credentialed blogs for the multi-day event at the Pepsi Center in Denver. But that’s what Google has done and tried to do again more recently with my Oakland News Now Blog when it was just called OaklandNewsNow.com. This is what the East Bay Times wrote about my achievement thanks to Barbara Grady: OAKLAND — As the Democratic National Convention gets under way in August, Oakland blogger Zennie Abraham will be on the convention floor with a microphone poised to pick up discussions of race, predatory lending, infrastructure improvement and other issues of concern to Oakland. Abraham and his Zennie’s Zeitgeist blog at zennie2005.blogspot.com have won a coveted credential from the Democratic National Committee to cover the convention as a blogger journalist. He was selected late last week as one of 124 bloggers to receive credentials from an applicant pool of more than 400. Zennie’s Zeitgeist is usually about Abraham’s take on political issues of the day — often the Democratic presidential contest — with a smattering of posts about pop culture and sports. The Democratic National Committee said its criteria in choosing which bloggers to let into what no doubt will be a crowded and history-making Denver convention are that they cover state and local politics and have a high daily audience based on statistics from Technorati, a Web site that tracks blogs. Among applicants whose sites met those criteria, the committee looked for blogs that “stand out as an effective online organizing tool and/or agent of change.” This Is Tech-no Racism And Should Be Illegal To Do I repeat… Why Is Google Trying To Exclude Mention Of Me, Zennie Abraham? Marleen Sacks Blows Whistle On Oakland City Clerk Krystal Sams With Elections 2022 Complaint The full complaint is at OaklandNewsOnline.com: https://ift.tt/eXETFx9 This is a formal complaint alleging possible unprofessional and unethical conduct by the City Clerk’s office in Oakland, election tampering, and possible violations of the Elections Code. I am filing this complaint because I am concerned about transparency and accountability in Oakland. In brief, I have evidence that the City Clerk’s office knowingly and intentionally backdated and misstated the time that official Mayoral candidate documents were filed with the City Clerk’s office on the afternoon of August 12, 2022. Specifically, paperwork that was required by law to be received no later than 5:00 p.m. on that date was received after 5:00 p.m., but was timestamped to make it appear that the materials were received prior to 5:00 p.m. I have spoken to three Mayoral candidates who have informed me that the time indicated on their paperwork is wrong, and that they were actually in the City Clerk’s office at a time very different than that indicated on the time-stamped paperwork. I have also spoken to the Assistant City Clerk, Krystal Sams, who admitted that the paperwork was stamped prior to 5:00 p.m. because it had to be stamped prior to 5:00 p.m., even though it was after 5:00 p.m. During that same conversation, however, Ms. Sams claimed that the time stamping machine was malfunctioning, and that this explained the fact that the timestamp was incorrect. For reasons explained in more detail below, I have reason to question Ms. Sams’ claims that the timestamping machine was malfunctioning. As explained in more detail in a previous complaint filed by Mayoral Candidate Alyssa Victory, Mayoral candidates were originally informed that the filing deadline for their paperwork was August 17, 2022. On the afternoon of August 12, 2022, the City Clerk’s office notified multiple mayoral candidates that the filing deadline previously given was wrong, and that they all needed to file their paperwork no later than 5:00 p.m. that day. Many candidates were then left scrambling to gather signatures and organize their paperwork at the last minute. Candidate Seneca Scott arrived at City Hall shortly before 4:30 p.m. He was told by Ms. Sams he needed to email her a document, and he did so at 4:29 p.m., indicating the time he was in her office. He finished filing his paperwork at approximately 4:55 p.m. However, his paperwork is all timestamped by the Clerk’s office with “3:54 p.m.,” which is clearly wrong. Candidate Alyssa Victory and several members of her team arrived at City Hall as Mr. Scott was leaving. They spoke briefly, posed for photos taken by Ms. Victory’s husband, and then Ms. Victory began having her paperwork processed. According to Ms. Victory, the City Clerk’s office did not let her in the door until after 5:00 p.m. The paperwork process generally takes 20-30 minutes. However, according to a later conversation with Ms. Sams, Ms. Victory’s processing took longer, because there were issues with her name (she wanted to appear on the ballot as “Victory,” but her legal name was “Villanueva”) and other issues. Despite the fact that Ms. Victory’s paperwork was processed well after 5:00 p.m., some of her paperwork is time stamped “3:54” and other paperwork is timestamped “4:54.” I have spoken to Ms. Victory and the time stamp of 3:54 is clearly wrong. According to Ms. Sams, it took nearly an hour for Ms. Victory’s paperwork to be processed. Ms. Victory says it was more like 30-45 minutes, but Ms. Sams admitted that the paperwork is not generally timestamped unless it has been reviewed first and is in order, i.e., at the end. I am filing this complaint because I am concerned about transparency and accountability in Oakland. In brief, I have evidence that the City Clerk’s office knowingly and intentionally backdated and misstated the time that official Mayoral candidate documents were filed with the City Clerk’s office on the afternoon of August 12, 2022. Specifically, paperwork that was required by law to be received no later than 5:00 p.m. on that date was received after 5:00 p.m., but was timestamped to make it appear that the materials were received prior to 5:00 p.m. I have spoken to three Mayoral candidates who have informed me that the time indicated on their paperwork is wrong, and that they were actually in the City Clerk’s office at a time very different than that indicated on the time-stamped paperwork. I have also spoken to the Assistant City Clerk, Krystal Sams, who admitted that the paperwork was stamped prior to 5:00 p.m. because it had to be stamped prior to 5:00 p.m., even though it was after 5:00 p.m. During that same conversation, however, Ms. Sams claimed that the time stamping machine was malfunctioning, and that this explained the fact that the timestamp was incorrect. For reasons explained in more detail below, I have reason to question Ms. Sams’ claims that the timestamping machine was malfunctioning. As explained in more detail in a previous complaint filed by Mayoral Candidate Alyssa Victory, Mayoral candidates were originally informed that the filing deadline for their paperwork was August 17, 2022. On the afternoon of August 12, 2022, the City Clerk’s office notified multiple mayoral candidates that the filing deadline previously given was wrong, and that they all needed to file their paperwork no later than 5:00 p.m. that day. Many candidates were then left scrambling to gather signatures and organize their paperwork at the last minute. Candidate Seneca Scott arrived at City Hall shortly before 4:30 p.m. He was told by Ms. Sams he needed to email her a document, and he did so at 4:29 p.m., indicating the time he was in her office. He finished filing his paperwork at approximately 4:55 p.m. However, his paperwork is all timestamped by the Clerk’s office with “3:54 p.m.,” which is clearly wrong. Candidate Alyssa Victory and several members of her team arrived at City Hall as Mr. Scott was leaving. They spoke briefly, posed for photos taken by Ms. Victory’s husband, and then Ms. Victory began having her paperwork processed. According to Ms. Victory, the City Clerk’s office did not let her in the door until after 5:00 p.m. The paperwork process generally takes 20-30 minutes. However, according to a later conversation with Ms. Sams, Ms. Victory’s processing took longer, because there were issues with her name (she wanted to appear on the ballot as “Victory,” but her legal name was “Villanueva”) and other issues. Despite the fact that Ms. Victory’s paperwork was processed well after 5:00 p.m., some of her paperwork is time stamped “3:54” and other paperwork is timestamped “4:54.” I have spoken to Ms. Victory and the time stamp of 3:54 is clearly wrong. According to Ms. Sams, it took nearly an hour for Ms. Victory’s paperwork to be processed. Ms. Victory says it was more like 30-45 minutes, but Ms. Sams admitted that the paperwork is not generally timestamped unless it has been reviewed first and is in order, i.e., at the end.
