Port of Oakland Maintains Strong ‘A+’ and ‘A’ Credit Ratings
Stable Port of Oakland outlook reflects financial strength due to diversified operations
Oakland, Calif. - The Port of Oakland announced that Standard & Poor's (S&P) Global Ratings has maintained its strong credit rating, assigning an ‘A+’ rating to senior-lien bonds and an ‘A’ rating to intermediate-lien bonds, both with a stable outlook.
The report highlights the Port’s varied revenue streams and relatively stable financial metrics, which continue to support operations.
“Maintaining strong credit ratings is essential to our ability to invest in infrastructure and serve the region,” said Port of Oakland Executive Director Kristi McKenney. “This recognition reflects our disciplined financial management and the strength of our diversified business model.”
Port revenues come from a mix of business lines, including aviation, maritime shipping, commercial real estate, and Port utility. This balance helps stabilize finances when one area slows.
S&P noted that while Oakland San Francisco Bay Airport passenger volumes have declined in recent years, the impact to the Port has been mitigated by rate adjustments, non-airline revenues, and stable maritime cargo activity.
The report also cited:
Consistent maritime cargo volumes supported by a balanced mix of imports and exports
Strong financial management and planning
Solid cash reserves and manageable debt levels
Looking ahead, the Port plans to invest in infrastructure through a long-term capital program, while maintaining financial performance measures in line with its current ratings.
S&P said the stable outlook reflects expectations that the Port will continue to manage its finances carefully and maintain steady performance across its business lines.

What happened to him next was a classic case of "Shopping While Black". A man named Benjamin Cope, who was an "unmarked" store manager at the FoodMaxx in Hayward, CA stalked and ultimately assaulted Steven Johnson for no reason other than Cope's belief that Johnson was shoplifting. This even though Steven Johnson was in the store, had all of the items he wanted to buy clearly visible, and was not headed to the exit to leave the store. Case No.: PLAINTIFF’S COMPLAINT FOR DAMAGES AND DEMAND FOR JURY TRIAL 1. Battery 2. Negligence 3. Negligent Hiring, Supervision, and Retention 4. False Imprisonment 5. Violation of Business and Professions Code §17200 et seq. UNLIMITED CIVIL CASE GENERAL ALLEGATIONS 10. This case arises from a group beating of an innocent Black man shopping in a grocery store. Four employees surrounded Plaintiff Steven Johnson, forced him to the ground where they beat, choked, and kicked him repeatedly, while calling him racial slurs. The employees then reported to police that Plaintiff was the aggressor, leading to his arrest and prosecution. Nine months later, a jury fully rejected that account and acquitted Plaintiff on every count. This case seeks accountability. 11. On April 13, 2024, Plaintiff entered the FoodMaxx store located at 27300 Hesperian Blvd., Hayward, California, as a paying customer intending to shop for personal and family items. 12. Plaintiff committed no theft, wrongdoing, or unlawful act at any time. 13. While Plaintiff shopped, Defendant Benjamin Michael Cope began shadowing him through the store. Cope collaborated with other Defendants to monitor Plaintiff’s movements. 14. Defendant Cope approached and accosted Plaintiff. He did not identify himself as a store employee. 15. Cope wore no badge, no uniform, and no name tag. To Plaintiff, he was a stranger. At the time, Plaintiff was using a shopping cart and placing groceries into transparent bags, the same as every other customer in the store. Plaintiff had not reached the checkout counters. He was still shopping. 16. Without reasonable suspicion or lawful justification, Defendant Cope accused Plaintiff of shoplifting and treated him like a thief. 17. Plaintiff denied the accusation and attempted to continue shopping 18. Defendant Cope then called Plaintiff a “nigger,” told him to leave the store, and physically interfered with Plaintiff’s ability to continue shopping. 19. Prior to Plaintiff making any physical response, Cope struck him with a shopping cart and approached with balled fists, placing Plaintiff in immediate fear for his safety. 20. They pinned Plaintiff face-down in a prone “starfish” position, with his arms and legs spread and restrained, in a harmful and pain-inducing hold. He could not breathe freely. He could not move. 24. While Plaintiff lay restrained, Defendants applied pressure to his neck, hit him, kicked him, and strangled him. They attacked him from the front, sides, and behind. They hit a man who could not fight back. 25. As a group, four grown men beat, kicked, and choked a single restrained customer on the floor of a grocery store. 26. The force used was excessive, unreasonable, and disproportionate to any perceived threat. Plaintiff was a customer buying groceries. 27. Plaintiff was detained against his will and was not free to leave. 28. Defendants held Plaintiff on the ground until law enforcement arrived. After law enforcement arrived, Defendants provided false, misleading, and/or exaggerated statements accusing Plaintiff of wrongdoing. 30. Based on those statements, Plaintiff was arrested and criminally charged. 31. A long time friend and Oakland Raiders booster called me to complain about how the Oakland Coliseum - once home of the Raiders - was asking a Raiders non-profit firm called Silver & Black Productions, to pay a whopping $2,000 just to have access to what was once Mark Davis, and his Father, Al Davis' legendary Suite 42. Why? So Silver & Black Productions could make a segment for a Raiders organizational history film. You would think the Oakland Coliseum Managers would have no problem letting the former tenants use the hallowed suite for free, right? I mean, Mark Davis is fond of saying that the Raiders DNA is in Oakland. Well, looks like someone at the Oakland Coliseum forgot that. Check out these emails (with names removed to protect identities). Hello All! I'm with Silver & Black Productions in the Raiders Historical Content Department. We are seeking to do an on-camera interview with “Raiders Legendary Fan” in Al Davis' former suite at the Coliseum. The interview would cover “Raiders Legendary Fan”'s memories of Raiders games and players, and Oakland through the years. This is part of a Raiders legacy project we have been building for 8 years. We travel light with a small crew of 3 (myself, a camera operator, and an audio technician). Equipment is minimal - a camera and tripod, a portable audio mixer, and a small light kit that we will set up ourselves. We may need a few folding chairs for myself and the crew to sit on during the interview. Set-up time - 45-60 min Interview - 60-90 min Wrap out - 45 min We can be somewhat flexible on the time of day, but morning or midday would be preferred. Would either May 1 or May 4 work for you?
