How Circle-Jerk Journalism Screwed Up Oakland A's Las Vegas Ballpark Financing News - ATLNews
As the Nevada Legislature turns toward the matter of a type of financing package for the proposed Oakland Athletics Ballpark for Las Vegas (which means the A's are leaving Oakland), what I will not soon forget is the dramatically bad news reporting on the matter of how the bond issue funding is supposed to work. The problem is those who, first, insist above all else in calling themselves journalists, and letting you know they're just that. They spend more time doing that than actually learning about municipal finance, or why something called tax increment financing was identified for use in the A's Las Vegas Ballpark political theater. The main problem is that the practitioners of this particular brand of journalism don't believe in reading, just finding someone to ask a question of, and then calling that person a source. More often than not, the “source” is not someone actually working on the ballpark project, but really, someone else who calls themselves a “journalist”. And that means we're infected by “circle jerk” behavior. But what's a “circle jerk”? Well, a “circle jerk” is defined as: A situation in which a group of people engage in self-indulgent or self-gratifying behavior, especially by reinforcing each other's views or attitudes. "those award ceremonies are big circle jerks". That's what's happened with the reporting, so an article or “tweet” (which in itself has killed news platforms) gets passed from one person who wants to be thought of as a news-type and is then passed on to another person who wants to be thought of as a news type, and both work for what are identified as traditional news sources, or they're working for a news platform which is new, but they, themselves, come from a history with traditional news. For me, who has an actual history doing public financing work for the City of Oakland, City of Emeryville, small developers, and what was then called Pryor McCllendon Counts Investment Bankers, and then bult the only online model simulation of the business of the Oakland Athletics, the behavior of the “circle jerk” mob has been a sad something to watch. I have my friends who work on these projects consistently tell me the “circle jerk” mob gets it wrong, and I get it right. They do not quote me for a set of very silly reasons: I have my own media company and I'm black. The only person who does not fit that mold is named Casey Pratt with ABC 7 KGO San Francisco Bay Area. But Casey's the lone exception to the rule and his very existence makes the overall problem more obvious. Let's get it out of the way, because racism is a big part of this, too. Not one of the organizations has anyone black working on the A's story. Not one of the companies is black-owned. They're more interested in what their circle says, than actually getting it right and asking questions of me. Some of these folks would rather pay more mind to an economics student who has no background in municipal finance or urban economics, but who worked at the Oakland Coliseum, and who's white and male. I guarantee you if he were black, they'd pay him no mind. That's the sad fact of all of this. How Journalists Can Improve: Advice From A Video-Blogger My simple advice is to learn muncipal terms as explained in a variety of online sources, and then quote those sources, even over someone you talk to. In other words, use the Internet. Then, find people who have financial models or do that kind of work, like me, and ask them for help. The end result is better reporting than what is going on, now. It's horrible, the journalism of today. Stay tuned.

What Is Tax Increment Financing? A Live Primer For The Oakland A's Las Vegas Ballpark Project - ATLNews
What Is Tax Increment Financing? A Primer For Las Vegas On The Oakland A's LV Ballpark Project The Oakland A's Las Vegas Ballpark Project has sparked a lot of completely baseless talk about a property tax collection and use approach that goes back to 1952: tax increment financing, or "TIF". It was first created in California, and led to the largest use of what is called TIF of any state in America. Today, tax increment financing is law in every state of America, with New Jersey being the last to adopt it in 2009. Ok, but what is tax increment financing and who am I? I am Zennie Abraham, and I have 37 years of experience in TIF and from 1987, when the City of Oakland hired me as a redevelopment intern, and I built a giant spreadsheet model that could be used for any redevelopment tax increment financing project in the State of California. I used it to gain consulting engagements with the City of Emeryville, then the San Francisco Redevelopment Agency, and then work for the San Francisco Human Rights Commission under the late Edward Lee, later SF's great mayor. In 1995, I was hired as Economic Advisor to Oakland Mayor Elihu Harris. From 1999 to 2000, I headed the effort to bring the Super Bowl to Oakland - we lost to Jacksonville. And from 2003 to 2010, I was CEO of Sports Business Simulations, where my Oakland Baseball Simworld contained a TIF option for a new stadium. Thousands of students at the University of San Francisco and over 40 colleges and high schools learned about tax increment financing via my online simulation game for the classroom, and based on the Oakland Athletics' quest for a new ballpark. Now, back to TIF. TIF is a way to allow the expected property tax, sales tax, and other expected taxes from a new development project to be used to help pay for its construction. In California, the original idea was to catalyze the redevelopment of places considered blighted, and so not attracting private investment. It was formed to counter the investor racism that stopped development in predominantly black areas of a city. Today, TIF's primary purpose is to generate a desired type of development and also to use part of that money to fund special social programs, like affordable housing. In Nevada, tax increment financing is already part of special tourism development legislation, a bill called AB 10 that's for transportation and affordable housing, and TIF has a general use designation as well. In general, TIF works like this: From legislative approval, property taxes (and sometimes sales taxes and other taxes) normally paid from the land-owner to the government's general fund go to a special fund or a completely different organization called a "redevelopment financing authority". That redevelopment financing authority", in the Oakland A's case, is to be the Las Vegas Stadium Authority. Then, a proposed first year before the start of the collection of tax revenue for TIF is established, and it's called "the base year". That's the first year that assessed value is recorded for TIF. Then, in the second year, the assessed value for that year, is subtracted from the base year, and we get the first year of what is called the "tax increment". The normal property tax rate is multiplied times that tax increment to get the final TIF Revenue for that year. Then, the process is repeated, where the base year assessed value is always subtracted from that "current" year, be it year 1, year, 2, and so on. That process is repeated the number of times equal to the years the bond revenue will be collected. So, if you have a 30-year bond issue, as allowed by Nevada law, then that process is done 30 times, once each year. In the A's case, TIF, normally used for privately-owned buildings, is done with a twist: the A's pay a "possessory interest tax" - which serves to fuel the TIF revenue flow that the normal property tax does. All of that is used to pay off the annual debt of a bond issue - that is principal and interest. So, the TIF revenue has to cover that interest over the proceeds of the bond - the $550 million or the the $395 million are the proceeds, but the tax increment revenue will be the same if the project cost remains at $1.5 billion. The problem is the A's don't want to pay a tax, and that damages how TIF works, because there's no money to do it - unless the government does it. That's never been done, and should not be done. The A's should pay the tax. Stay tuned.

("GLPI"), they have reached a binding agreement with the Oakland Athletics of Major League Baseball to site their new ballpark on a portion of the current Tropicana Las Vegas property. The ballpark is expected to welcome more than 2.5 million fans and visitors annually, and will be a one-of-a-kind asset for the Las Vegas Strip, providing a range of bene ts to the site including: Substantial ballpark visitation materially enhancing future o erings within the development; Signi cant exibility for an array of strategic options for the site, including the ability to develop in a phased approach with disciplined capital deployment; Massive, unlocked potential for iconic, global brands to partner and market one of the busiest intersections in the country with over seven million impressions a month; Transformational impact for the evolution of Bally's database further solidifying it's global, omni-channel strategy; and GLPI has agreed to fund up to $175 million towards certain shared improvements within the future development in exchange for a commensurate rent increase. Bally's and GLPI will assign approximately nine acres of the 35-acre site located on Las Vegas Boulevard and Tropicana Avenue to the Oakland Athletics or a related stadium authority. The new ballpark will accommodate approximately 30,000 fans. This groundbreaking agreement is subject to the passing of legislation for public nancing and related agreements, and approval of relocation by Major League Baseball. As part of the agreement. Bally's retains the ability to assign the rights to all aspects of this development and has received material interest from development partners. Bally's President, George Papanier, said, "We are honored to have been selected to partner with the Oakland Athletics on this monumental step in helping to bring Major League Baseball to the great city of Las Vegas, and to be a part of the once in a generation opportunity of having a professional baseball team located within a short walk of the Las Vegas Strip. The Oakland A's are deep into planning for a move to Las Vegas, following in the footsteps of the Oakland Raiders, now called The Las Vegas Raiders. The reasons for the move of both the A's and the Raiders from Oakland to Las Vegas, are both due to one factor: Oakland's Government. What's wrong with Oakland's Government has nothing to do with the amount of public money available, and everything to do with one fact: Oakland has forgotten how to form a process by which to build large scale public-private facilities, be they stadiums, ballparks, or convention centers. That's why we don't have any of them. In the case of Howard Terminal, even thought SB293 Skinner, the law that bestowed tax increment financing powers on the area for the A's ballpark, had a call for a public organization that would have caused a formal process to be installed, the City of Oakland never used it. So, what's the formal process I refer to? It's a series of monthly meetings on Howard Terminal Ballpark within an organizational framework called for in SB293 Skinner: the public financing authority. The public financing authority is, at its heart, the body that floats the bond issues used to build the ballpark and ancillary development. But because it has a monthly meeting structure, that allows for regular project updates, open forum, closed session meetings, and agenda items on legal documents and other project-related concerns. By being able to set the agenda for the development of Howard Terminal Ballpark, the project moves along at a faster and far more organized pace. In reality, the City of Oakland did not even try to establish a Howard Terminal Ballpark Public Financing Authority, and was content to have Howard Terminal agenda items here and there, and with no real picture of progress, and also no money. And that leads to my other point. The Howard Terminal Ballpark Project was supposed to be a tax increment financing zone, right? So, why wasn't one started? And why did the consultant make a tax increment financing revenue calculation based on 20 of the allowed 45 years of bond issue life, leaving hundreds of millions on the table? All of that left The Howard Terminal Ballpark Project a mess. With no schedule to move things along, the political opposition had time to catch wind of the projects growing popularity in the media. And once they did, they took natural advantage of the fact that there was no formal process by installing one of their own. That was obvious in the call for a public vote on Howard Terminal. A normal process would have had the Howard Terminal Ballpark Financing Authority in charge of all document approvals before the City Council had final say. The point is, we would not have given the public a half-baked plan; in reality, that's what the Oakland City Council was poised to do. In Las Vegas and Nevada, they have the Las Vegas Stadium Authority. That public company floats the bonds, but also takes care of matters related to the development and operation of Allegiant Stadium. It's poised to do the same for the Oakland A's Las Vegas Ballpark, too. The point is, building a major league baseball ballpark is about process more than deadlines. Having a process allows you to meet the deadlines, but without one, you can't. That's why Oakland consistenly fails at building new ballpatks, stadiums, and convention centers. There's no process.

Tracy City Attorney Bijal M. Patel Behind Discrimination Against Black History Month The issue of discrimination, bias and racism is raising its ugly head in the City of Tracy. The story involves former Deputy Oakland City Attorney Bijal M. Patel, now Tracy’s City Attorney, who attempted to prevent the Tracy City Council from raising the Pan African flag and celebrating Black History month earlier this year, new information from the NAACP reveals. Back in 2020, for the first time in Tracy history, the Tracy City Council adopted a resolution authorizing the display of the Pan-African flag at City Hall commemorating Black History Month. This historic resolution was adopted following another important first in Tracy’s history that occurred in November 2019 – the election of Nancy Young, Tracy’s first Black mayor. The raising of the Pan African flag and Black History Month celebration was held in 2021 and 2022 without incident. But this year, 2023, the flag raising and celebration almost didn’t happen at all because City Attorney Patel refused to approve of flag raising and planned celebration, citing an “administrative” issue. She didn’t apply the administrative issue to any other approved flag raisings for different causes and groups, just for the Black History Month celebration. The council had to re-approve the flag raising and ceremony to celebrate Black History Month to overcome Patel’s objections. During public testimony, Patel turned her back on the community and Black leaders and left the Tracy City Council chambers, causing Bobby Bivens, the head of the region’s NAACP, to call her out. “We're talking about respect, we're talking about acknowledgement of African American people, and I happen to be not too happy about the fact that your city attorney (Patel) is not in here to understand what we're talking about. That your city attorney, the one that makes policy or analyzes policy on behalf of the city on such an important matter is not in this room, and she appears to me, and I can be totally wrong, not to be a person of African American descent. And perhaps she needs to come in here, be in here, and get an education herself. But I just wanted to bring that to the table,” the NAACP’s Bivens told the council audience. In a another matter, the City Council itself also refused to fund the trip of Mayor Nancy Young to the African American Mayor’s Conference in Washington D.C. last month. Councilmember Dan Evans, a Trump MAGA supporter and member of the far rightwing Patriot Movement, along with councilmember Matt Bedolla and Eleassia Davis, refused to fund a trip by the Mayor to attend the conference because of last minute “budgetary concerns.” Local citizens were outraged at their failure to send Young and personally chipped in to pay for her attendance and travel to the DC conference. The action by anti-business, far right-wingers Evans, Bedolla , as well as Davis, is pure political nonsense and discriminatory. It’s time for Tracy to wake up and see that its City Attorney should be shown the door and these three councilmembers, two who of whom were mentored by notorious former councilmember and now County Supervisor Bob Rickman, should be tossed out in coming elections.
