Oakland A's Howard Terminal, Las Vegas Ballpark: Who's On Athletics Team Of Lobbyists In Nevada?
The recent news has been that Oakland A's President Dave Kaval is listed as a lobbyist with the Nevada Legislature, as part of its effort to build a new ballpark home in Las Vegas. But while Oakland Mayor Sheng Thao reports that "talks are back" with the A's regarding Howard Terminal, the truth is Dave Kaval and John Fisher have amassed a group of people who can do the Las Vegas Ballpark government affairs work, while Kaval talks to Oakland politicians, thus keeping the Howard Terminal fires burning. The Oakland Athletics have not just one, but several registered lobbyists at work in Nevada for the 2023 Nevada Legislative Session. One of them has been noted as Oakland Athletics President Dave Kaval, but the others are Jennifer Atlas, Jennifer Lazovich, Shelly Capurro, Alexander Dean, Arthur (A.J.) Delap, Mark Fiorentino, and Michael Hillerby. Of all of the listed lobbyists beyond Dave Kaval, and who have the Athletics Investment Group as a client, Alexander Dean is with Sansome Partners LP/ Hawk Hill Management Co LLC, in San Francisco, and with Mr. Kaval is the only other non-Nevada-based listed lobbyist. Sansome Partners LP is a private equity firm with offices in Seattle, Boston, and New York, that reportedly "makes long-term investments in high-quality businesses and assets." Sansome Partners is a family office for the Fisher Family (GAP Clothing). As for Alexander Dean, or "Sandy Dean", the founder of Sansome Partners has run it for 26 years,and is described as "a long-time Fisher family friend." Prior to that, in 1992, Sandy worked for Senator Diane Feinstein's husband Dick Blum at Blum Capital Partners. Sansome Partners has deployed $3+ billion of private equity capital since it was launched. If Sandy is listed as a Nevada Lobbyist, and he is, that means, for all practical purposes, John Fisher and the Fisher family are officially doing business in Las Vegas, beyond just Dave Kaval as Oakland A's President. The Other Members Of The Oakland A's Lobbying Team In Nevada Jennifer Atlas - Jennifer Atlas is Director of Government Affairs for The Griffin Company, a public policy and government affairs consulting firm with Nevada roots that go back to 1864. She previously had MGM Resorts International as a client. AJ Delap - Working with Jennifer Atlas is AJ Delap. Mr. Delap has a long history of government affairs work in Nevada. He worked for Governor Sandoval and then Governor Sisolak. And his involvement in the Nevada Legislature also "allowed him the opportunity to work with local city and county governments on a broad range of issues", the firm's website reports. Jennifer Lazovich is a Partner in the law firm of Kaempfer Crowell. Kaempfer Crowell says it's "one of Nevada’s top law firms for Government Relations, Land Use & Zoning, Litigation, Gaming, Energy & Natural Resources, Real Estate and Bankruptcy." Jennifer has 20 years of experience focusing on (for the purpose of the Oakland A's interests) land use planning, zoning, and government affairs. She's the one the A's turn to to handle the matter of land entitlements in Las Vegas in other words, getting political approval to build what the Oakland A's want to construct - but she has partners involved with the A's effort in Las Vegas. Working with Ms. Lazovich at Kaempfer Crowell is Shelly Capurro. Ms. Capurro is listed as "Associate Director of the Legislative Affairs department and represents a diverse group of clients before the Nevada Legislature and Northern Nevada local government entities" on the firm's website. "Shelly brings to the firm a background of lobbying, government, election and campaign finance law, real estate, as well as public and legislative affairs," her description reads. Joining Lazovich and Capurro at Kaempfer Crowell is Michael Hillerby. Mr. Hillerby is Director of Legislative Affairs for the firm and with the practice areas of land use, zoning, and legislative affairs. Mr. Hillerby is a noted lobbyist for clients with interests before the Nevada Legislature. And joining Hillerby, Lazovich, and Capurro is Mark Fiorentino. Mark is a Partner in the practice areas of Gaming Law, Land Use, Zoning & Government Affairs, Legislative Affairs, Privileged Licensing , and Real Estate & Construction (for the purpose of the Oakland A's Ballpark lobbying in Las Vegas.) The Oakland A's have amassed a high-powered team of lobbyists to work in the matter of crafting of new legislation specific to the Las Vegas Ballpark. This is very similar to what the late Sheldon Adelson did for Mark Davis and the Oakland Raiders in bringing them from Oakland to Las Vegas: establishing a team of lobbyists that pushed the passage of Senate Bill 1, the law that gave birth to the $750 million subsidy used to pay (in part) for the construction of Allegiant Stadium.

Derek Carr Raiders QB Needs Two Years Before He's Effective For Any NFL Team, Here's Why
First, let me explain that Derek Carr is a good man, who deserved better than being demoted from starting quarterback of the Las Vegas Raiders. But, as one who's observed, covered, and even interviewed him over his career, I have to say that Derek Carr's showed everyone who he is when he elected to leave the team just because he couldn't stand being second string and rooting for Jarrett Stidham. The problem is the Raiders made Derek Carr who he is by not having him compete for the starting job in 2014; it was handed to him. Oakland Raiders Fans (or most of them, it seemed) jumped all over me when I vlogged that Carr should not be handed the starting job during his rookie campaign. But then Raiders Head Coach Dennis Allen did just that during the 2014 Raiders Preseason. Carr's performances were, indeed, impressive, but it was preseason and he had not played against what's referred to as “live bullets”. On August 10th, 2014, I said in my vlog that “Derek Carr played his first game as an Oakland Raiders QB v The Minnesota Vikings Friday. He was 10 of 16 for 74 yards and an interception. The Raiders did not look crisp and Carr was consistently late with his throws.” Most agreed, but then other Raiders Fans were buying the idea that Carr should start. That began a long oddessey where I, and other Raiders Fans, watched as the Raiders shifted coaches like Popes during The Borgias Era, and yet Carr was always penciled in as starter, without challenge. In 2015, The Raiders hired former Bill Walsh Quarterback Bill Musgrave as offensive coordinator. Musgrave installed an offense that was a mix of Bill Walsh, Tony Franklin, and Chip Kelly, and caused Carr to post his best numbers of his career, leading the Silver and Black to the playoffs, where an injury caused Carr not to play and the Raiders to lose to The Texans. In 2017, the NFL caught up to Musgrave's approach, and once again, the Raiders were less than formidable most of the time. Then, Jon Gruden was hired to replace Jack Del Rio in 2018, and Carr had his best years under Jon – then Jon was released under questionable circumstances in 2021. While Rich Bisaccia and company led the Raiders back to the playoffs, the now Las Vegas squad lost after a Bengals touchdown that should have been disallowed, strangely was, and that ended the Raiders 2021 season. Point is, Derek Carr never had to sing for his supper, and even in 2022, Carr didn't have to belt out a tune for John McDaniels. What happened was that John McDaniels inexplicably installed an offense that consisted in part of pass plays designed originally for Tom Brady, and yet expected Carr to run them well. For example, Derek Carr was never asked to run a play that called for him to fake a quick dive handoff then quickly throw downfield, but that's what Josh had him do. Turning his back on the defense, then turning around and throwing downfield to a receiver on time, is not Derek's strong suit. So, not surprisingly, Carr was either missing that throw, or getting picked off. By contrast, Tom Brady had the uncanny ability to know, presnap, what a defense was going to do, and where defenders are supposed to be and track where they were going and react in real time. New England Patriots Head Coach Bill Belichick has pointed that out on several occasions. So, by the time Derek was benched, he had posted an NFL-high 14 interceptions. But Carr was also injured, and so a sad mix of ego and nobility, caused Carr to request to leave the Raiders. Carr should have remained and proved that he could be what he's never been: a teammate rooting on the starting quarterback from the bench. Also, reports were that Carr could not handle Josh yelling at him; again, a byproduct of being coached in a new system by a guy who didn't get the message about how to work with him. McDaniels is used to a back-and-forth with Tom Brady, but Carr's not the guy for that. He wasn't raised that way in football. Carr's been the boy-wonder given the job; Brady had to fight and claw for whatever he got. Now, Derek Carr's in a position where he's going to have to do that for the first time. If Carr goes where he's the starter, Derek will have to prove himself to a new fan base, with the old fan base and its history, watching and influencing them. Carr's coach will have to live with his growing pains in a new system with new terminology and in a new NFL City, and that will be the place at which Derek Carr is allowed to sink or swim. Derek will also have to embrace understanding an offensive playbook, rather than just running it, a big difference. I'm nor betting against Mr. Carr, but his price tag will be the ultimate decider. No one will pay top dollar to have Carr be a rookie all over again. Stay tuned.

Neil just proved he does not know how to do tax increment financing. The fact is the $1 billion development is just the stadium but let's start there as it is privately owned in the TIF financial plan, and has to be. Over a 45 year period, assuming a rate of growth in assessed value of 4 percent, the actual tax increment revenue is $800 million. Since the actual average rate of growth in assessed value there is 6.5 percent, the expected TIF revenue is just over $1.8 billion. That's far greater than the "$200 million or more" Neal came up with, and even the present value calculation would be greater because it's based on the TIF revenue stream, even at 30 years. It's one thing for Neal to criticize some stadium spending, but not everyone under the same brush. It's completely useless to anyone trying to understand new legislation that may be used to help finance a stadium. What Neal also completely forgets is that tax increment financing revenue is greater with the increase in assessed value of the properties paying the annual property tax. Few developments are more expensive than stadiums. Tax increment financing is an intelligent way to capture a giant revenue throw off and use it for public good. Stay tuned.

This is the fifth edition of what is a daily video-blog in the tradition of Rocketboom and called Oakland News Now Daily with some Herb Caen mixed in. And since what Rocketboom was and who Herb Caen is (I prefer that to “was”), let's get started. First, my appology for unintentionally getting off a daily routine. I have had a health challenge that caused me to just get more rest; now that it's over, I am back in the saddle. ITEM It's January 28th, almost the end of the first month of 2023, and Oakland still has no replacement for the outgoing City Administrator Ed Reiskin. The name announced, Steven Falk (who was with Oakland before, two years ago) will not arrive until March. Talk about a leadership gap. ITEM During the search for a replacement for the outgoing City Administrator Ed Reiskin, Mayor Thao told Oakland Assistant City Administrator LaTonda Simmons that she “found someone with more experience” to replace Mr. Reiskin. LaTonda has logged 20 years and 8 months with the City of Oakland. Thao has not selected anyone who has more experience within the City of Oakland than LaTonda. Everyone who knows Oakland believes LaTonda should have been the next City Administrator after Ed Reiskin. ITEM Fitzgerald Park in Oakland City Council District Three has had someone shot in the face today, a possible homicide on Christmas Eve 2022, homicide on November 28th 2022, and is the focus of a Department of Justice investigation. If we're not going to close the park, then at least get some security down there, and pay for it as part of a tax increment financing program. ITEM Everytime there's a murder in Oakland, or now Mayor Thao's placement of Police Chief LeRonne Armstrong on leave, there's a public meeting of what to do. This habit started with The Pandemic. So far, none of these gatherings have led to an adopted solution. How about no meetings and more action? ITEM The Oakland Secret Film Festival is seeking submissions and the deadline is February 10th. The submissions must be at or less than 20 minutes long; anything over that will be rejected. Leigh Steinberg Talks 36th Leigh Steinberg Super Bowl Party, NFL QBs, Lamar Jackson, Jameis Winston In our latest talk on Zennie62 YouTube, Leigh Steinberg and I look back on the first Leigh Steinberg Super Bowl . An event before my time in the sports media business, and in 1985 at his place located at 109 Panoramic Way in the Berkeley Hills and just walking distance from the UC Berkeley Campus. Leigh says his first party consisted mostly of sports writers and people in the business. They partied into the wee hours of the morning, and then Leigh said there were people sleeping all about his house. Eventually, the event grew to the point were the LA Super Bowl Party held at the Sony Studios Lot drew 4,000 people last year. Our talk then turned to what related events to expect at the 36th Leigh Steinberg Super Bowl Party, most notably the Brain Health Summit. That's an event within the party that annually focuses on advances in brain health. That is a subject he's keenly interested in as it impacts may of his NFL player clients. On that, I did ask him about what happened to Miami Dolphins QB Tua Tagovailoa, but Leigh said he preferred to leave that to the Dolphins to answer. After that, Leigh speculated on the futures of Lamar Jackson and Jameis Winston. Lamar his found puzzling because he believed he would have been signed by now. He also speculated that Lamar was looking for a $50 million a year price tag. On the matter of Saints QB Jameis Winston, Leigh said his future depends on which team he goes to, and because his performance varied from not so good under Bruce Arians in terms of interceptions to his best career throwing 14 TDs and just 3 INTs under Sean Payton with the Saints, and a mix of both under Head Coaches Lovie Smith and Dirk Koetter. Sheng Thao Retains Controversial Aide Brandon Harami Focus Of Powell And Webb Complants Oakland Mayor Sheng Thao released a statement on her new hires. Among them one name stuck out: Brandon Harami. This is what Thao’s office wrote: Brandon Harami, Policy Director Brandon is continuing his service for Mayor Thao after spending 4 years working as her Communications and then Policy Director in her Council Office. He is a native Californian who grew up just south of the Bay Area. Raised by is Gay dads and single mother, Brandon became active in politics at a young age. He learned leadership and community organizing as an officer in both his local 4-H club and his High School’s GSA. But to LeAna Powell, who filed a complaint that is now an investigation by The Oakland Public Ethics Commission, Brandon was a key player in an environment that she says was bullying. Powell shares that Harami and Chief of Staff Renia Webb were the ones who tried to get her to work on Sheng’s campaign for Mayor of Oakland. Then Renia Webb herself quit and then complained in an email seen by most city employees that she was abused physically and verbally. While Harami was not the person she blamed, Webb did later point a finger at Brandon’s office actions claiming that he made her sick. Powell advanced a similar complaint. On the flip side and before the campaign, Brandon was a top flight professional for Sheng. But given the complaints logged against him by Powell and Webb, it’s fair to wonder what kind of aide he’s going to be moving forward. Stay tuned.
