Howard Terminal: Oakland CM Noel Gallo Wrong About Coliseum, Needs Sea-Level Rise Plan Oakland District 5 Councilmember Noel Gallo is completely wrong about the Oakland Coliseum Stadium being a better choice for the Oakland Athletics than Howard Terminal. The reason can be summed up in three words: sea level rise. The Howard Terminal sea level rise problem is small and confined to the 55 acres of land between the water and the Embarcadero. But down at the Oakland Coliseum, the sea level rise problem is extreme and takes up all of East Oakland, including the Oakland Airport, and the Oakland Airport Business Park. Councilmember Gallo must understand that just taking care of the Coliseum grounds sea level rise problem will not stop the problem for I-880, or East Oakland as a whole - it will just put the Coliseum on a pedestal, while poor residents and the homeless are drowning in high-tide water.
