Breaking Down Bally's, Oakland A's, GLPI Agreement For Las Vegas Ballpark At Tropicana The press release sent reads like this: Bally's Corporation (NYSE: BALY) today announced that, in conjunction with Gaming & Leisure Properties, Inc. ("GLPI"), they have reached a binding agreement with the Oakland Athletics of Major League Baseball to site their new ballpark on a portion of the current Tropicana Las Vegas property. The ballpark is expected to welcome more than 2.5 million fans and visitors annually, and will be a one-of-a-kind asset for the Las Vegas Strip, providing a range of bene ts to the site including: Substantial ballpark visitation materially enhancing future o erings within the development; Signi cant exibility for an array of strategic options for the site, including the ability to develop in a phased approach with disciplined capital deployment; Massive, unlocked potential for iconic, global brands to partner and market one of the busiest intersections in the country with over seven million impressions a month; Transformational impact for the evolution of Bally's database further solidifying it's global, omni-channel strategy; and GLPI has agreed to fund up to $175 million towards certain shared improvements within the future development in exchange for a commensurate rent increase. Bally's and GLPI will assign approximately nine acres of the 35-acre site located on Las Vegas Boulevard and Tropicana Avenue to the Oakland Athletics or a related stadium authority. The new ballpark will accommodate approximately 30,000 fans. This groundbreaking agreement is subject to the passing of legislation for public nancing and related agreements, and approval of relocation by Major League Baseball. As part of the agreement. Bally's retains the ability to assign the rights to all aspects of this development and has received material interest from development partners. Bally's President, George Papanier, said, "We are honored to have been selected to partner with the Oakland Athletics on this monumental step in helping to bring Major League Baseball to the great city of Las Vegas, and to be a part of the once in a generation opportunity of having a professional baseball team located within a short walk of the Las Vegas Strip. The Tropicana has been a landmark of Las Vegas for generations, and this development will enhance this iconic site for generations to come. We are committed to ensuring that the development and ballpark built in its place will become a new landmark, paying homage to the iconic history and global appeal of Las Vegas and its nearly 50 million visitors a year." Peter Carlino, Chairman and CEO of GLPI, said, "We have enjoyed getting to know the Oakland Athletics' leadership through our dialogue over the past couple years. We are pleased to help facilitate their exciting vision for a new ballpark through our contribution of nine acres of the Tropicana site and look forward to the prominent place that the overall project will occupy in the Las Vegas skyline. The Oakland Athletics' interest in developing a world-class Major League Baseball stadium on our site underscores its status as one of the most prime locations on the Las Vegas Strip and will enhance any future development of our remaining 26 acres. As the project moves forward, we also expect that GLPI will have opportunities to further invest in the various aspects of the overall project to the extent we deem that doing so will generate an attractive risk adjusted return on our shareholders' capital." Oakland A's President Dave Kaval, said, "We are excited about the potential to bring Major League Baseball to this iconic location. We are thrilled to work alongside Bally's and GLPI, and look forward to nalizing plans to bring the Athletics to Southern Nevada." Bally's acquired the building and operations of the Tropicana Las Vegas from GLPI in September 2022 as part of a $148 million transaction. As part of the transaction, Bally's entered into a 50-year ground lease with GLPI, with the ability to extend to 99-years upon achieving key investment milestones. Bally's intends to continue the operations of the Tropicana Las Vegas for the foreseeable future while evaluating all available options for a broader redevelopment of the remainder of the site that will be adjacent to the new ballpark We will break down what all of this means. Oakland Lost The A's To Las Vegas Because Of It's Government, Period - ATLNews


The Oakland A's are deep into planning for a move to Las Vegas, following in the footsteps of the Oakland Raiders, now called The Las Vegas Raiders. The reasons for the move of both the A's and the Raiders from Oakland to Las Vegas, are both due to one factor: Oakland's Government. What's wrong with Oakland's Government has nothing to do with the amount of public money available, and everything to do with one fact: Oakland has forgotten how to form a process by which to build large scale public-private facilities, be they stadiums, ballparks, or convention centers. That's why we don't have any of them. In the case of Howard Terminal, even thought SB293 Skinner, the law that bestowed tax increment financing powers on the area for the A's ballpark, had a call for a public organization that would have caused a formal process to be installed, the City of Oakland never used it. So, what's the formal process I refer to? It's a series of monthly meetings on Howard Terminal Ballpark within an organizational framework called for in SB293 Skinner: the public financing authority. The public financing authority is, at its heart, the body that floats the bond issues used to build the ballpark and ancillary development. But because it has a monthly meeting structure, that allows for regular project updates, open forum, closed session meetings, and agenda items on legal documents and other project-related concerns. By being able to set the agenda for the development of Howard Terminal Ballpark, the project moves along at a faster and far more organized pace. In reality, the City of Oakland did not even try to establish a Howard Terminal Ballpark Public Financing Authority, and was content to have Howard Terminal agenda items here and there, and with no real picture of progress, and also no money. And that leads to my other point. The Howard Terminal Ballpark Project was supposed to be a tax increment financing zone, right? So, why wasn't one started? And why did the consultant make a tax increment financing revenue calculation based on 20 of the allowed 45 years of bond issue life, leaving hundreds of millions on the table? All of that left The Howard Terminal Ballpark Project a mess. With no schedule to move things along, the political opposition had time to catch wind of the projects growing popularity in the media. And once they did, they took natural advantage of the fact that there was no formal process by installing one of their own. That was obvious in the call for a public vote on Howard Terminal. A normal process would have had the Howard Terminal Ballpark Financing Authority in charge of all document approvals before the City Council had final say. The point is, we would not have given the public a half-baked plan; in reality, that's what the Oakland City Council was poised to do. In Las Vegas and Nevada, they have the Las Vegas Stadium Authority. That public company floats the bonds, but also takes care of matters related to the development and operation of Allegiant Stadium. It's poised to do the same for the Oakland A's Las Vegas Ballpark, too. The point is, building a major league baseball ballpark is about process more than deadlines. Having a process allows you to meet the deadlines, but without one, you can't. That's why Oakland consistenly fails at building new ballpatks, stadiums, and convention centers. There's no process.

Tracy City Attorney Bijal M. Patel Behind Discrimination Against Black History Month The issue of discrimination, bias and racism is raising its ugly head in the City of Tracy. The story involves former Deputy Oakland City Attorney Bijal M. Patel, now Tracy’s City Attorney, who attempted to prevent the Tracy City Council from raising the Pan African flag and celebrating Black History month earlier this year, new information from the NAACP reveals. Back in 2020, for the first time in Tracy history, the Tracy City Council adopted a resolution authorizing the display of the Pan-African flag at City Hall commemorating Black History Month. This historic resolution was adopted following another important first in Tracy’s history that occurred in November 2019 – the election of Nancy Young, Tracy’s first Black mayor. The raising of the Pan African flag and Black History Month celebration was held in 2021 and 2022 without incident. But this year, 2023, the flag raising and celebration almost didn’t happen at all because City Attorney Patel refused to approve of flag raising and planned celebration, citing an “administrative” issue. She didn’t apply the administrative issue to any other approved flag raisings for different causes and groups, just for the Black History Month celebration. The council had to re-approve the flag raising and ceremony to celebrate Black History Month to overcome Patel’s objections. During public testimony, Patel turned her back on the community and Black leaders and left the Tracy City Council chambers, causing Bobby Bivens, the head of the region’s NAACP, to call her out. “We're talking about respect, we're talking about acknowledgement of African American people, and I happen to be not too happy about the fact that your city attorney (Patel) is not in here to understand what we're talking about. That your city attorney, the one that makes policy or analyzes policy on behalf of the city on such an important matter is not in this room, and she appears to me, and I can be totally wrong, not to be a person of African American descent. And perhaps she needs to come in here, be in here, and get an education herself. But I just wanted to bring that to the table,” the NAACP’s Bivens told the council audience. In a another matter, the City Council itself also refused to fund the trip of Mayor Nancy Young to the African American Mayor’s Conference in Washington D.C. last month. Councilmember Dan Evans, a Trump MAGA supporter and member of the far rightwing Patriot Movement, along with councilmember Matt Bedolla and Eleassia Davis, refused to fund a trip by the Mayor to attend the conference because of last minute “budgetary concerns.” Local citizens were outraged at their failure to send Young and personally chipped in to pay for her attendance and travel to the DC conference. The action by anti-business, far right-wingers Evans, Bedolla , as well as Davis, is pure political nonsense and discriminatory. It’s time for Tracy to wake up and see that its City Attorney should be shown the door and these three councilmembers, two who of whom were mentored by notorious former councilmember and now County Supervisor Bob Rickman, should be tossed out in coming elections.
