So far, Oakland Mayor Barbara Lee’s performance as the 52nd Mayor of Oakland can be summed up in one-word: disappointing. For someone who came in with such high expectations and an unwritten but very tangible mandate to get Oakland off the ground and running, she’s demonstrated that she does not at all get what it means to be the mayor of a city in distress. Ilooked at her so-called 100-days of action, and it can be summed up in this way: I TOOK A LOT OF MEETINGS WITH PEOPLE, WE GOT MONEY FROM THE FEDS, AND WE’VE WRITTEN A PLAN TO MAKE A PLAN, AND MORE PLANS. That’s it. A Weak Message At A Time Oakland Needs A Strong One The other problem with Mayor Lee’s claim to have changed Oakland is it comes right at the time when Oakland’s called the second most dangerous city in America. You don’t match that news with reports on how you’re going to do the following: United 100+ business leaders in powerful safety coalition Funded five police academies and authorized 678 officers toward 700-officer goal Funded the expansion of Oakland’s Community Safety Ambassador program Revived sideshow enforcement patrols Forged major employer partnerships for citywide safety Connected merchants with Business Improvement District advisors to activate “Block Captain” model including Police and community ambassadors Developing personalized security plans for hospital campuses in partnership with Oakland Police Department Rather than “use tax increment financing to catalyze building development and economic development and add 200 more police officers and security professionals to help fight crime in Oakland.” The point is, Mayor Lee focuses on efforts that don’t make money for Oakland, and doesn’t get that more private sector activity literally buys a city its police department. Mayor Lee’s slogan should be “Oakland’s open for business”, not “We’re going to work with you if you’re the same nonprofits I have heard of before”. And many Oaklanders who are active players in Oakland Government don’t get the monetary connection between the private sector and public sector. The private sector makes the money and the public sector gains money from the private sector to provide services to the private sector. In Oakland, it’s more like the public sector both serves and then gets money from the public sector. No wonder we’re running consistent deficits. Some Oaklanders have said to me “If we just reduce crime, business will come back.” Nothing could be further from the truth, and it comes from the same people who are naive enough to believe that a simple change in zoning laws will automatically produce everything from affordable housing to better business conditions. None of these people ever consider the role of subsidies in policy implementation. You know, giving people and businesses in the private sector money? Oakland, which was once one a leader in the use of redevelopment law for economic development prior to 2011, now acts like it doesn’t even understand the powerful math behind tax increment financing. And that’s because they don’t but that’s for another time. Mayor Lee’s Economic Development Forgot Economic Development Go through Oakland Mayor Barbara Lee’s first 100 days and you find no mention of any development plans or small business subsidy objectives. Take a look at her so-called “economic development accomplishments”: Rallied Oakland’s largest employers for bold investment commitments in Oakland’s future Delivered $3 million Business Incentive Program and funded Economic Activation Zones in partnership with Council Fast-tracked 22 bright new streetlights around Fox Theatre Reinstated Mayor’s Summer Youth Employment Program for 200+ Oakland youth Boosted graffiti cleanup resources for business corridors in partnership with Council Partnered with Jack London Square merchants for business growth Initiated Sister Cities Program revival and international trade connections Partnered on green business incubator serving 25 small business owner Of these, the following are not economic development: Fast-tracked 22 bright new streetlights around Fox Theatre Reinstated funding for Cultural Affairs Division Manager in partnership with Council Employed 75 justice-involved residents to remove 30 tons of trash The others are good associations, but they have no promise of monetary investment in the private sector to help them fix facades, upgrade kitchens, install bars and gates, get private security, reduce insurance costs, or just have more working capital. Mike Silver's “The Why Is Everything” Is The Greatest NFL Football Book Ever Written

“The Why Is Everything”, the book written by my long-time friend, The Athletic NFL Reporter and fellow Cal Alum Mike Silver, is simply the greatest book about the league ever written. Here’s why. If you’re any true fan of the National Football League, and by that, I mean not just football, but the NFL way of football and the people who comprise its rich and glorious history, then you’re keenly aware of those who have come to set the tone for an era. For you and me, names like Vince Lombardi, Tom Landry, Chuck Knoll, George Halas, Don Shula, Al Davis, Bill Walsh, Bud Grant, Tony Dungy, Don Coryell, Buddy Ryan, Dick Vermeil, Mike Shanahan, and Jimmy Johnson immediately conjure up the names of football innovations they’re known for. Each man can be matched to his creation in order: The Run To Daylight, Multiple Offense & Flex Defense, Pinch Defense, T-Formation, Negative Influence Blocking, Slot Formations, Ball Control Passing, Roll-Out Passing, Tampa 2 Defense, Air Coryell Passing Attack, 46 Defense, Greatest Show On Turf, Zone Blocking, and the Speed-Based 4-3. And if we admit it, thinking of each innovation brings our mind to thoughts of some of the most memorable events in NFL History. For those NFL Fans of a certain age, they remember how the Dallas Cowboys confounded the Pittsburgh Steelers in Super Bowl XIII, by opening with a running game featuring Tony Dorsett that was on its way to an early touchdown, only to be halted by Coach Tom Landry’s to this day inexplicable call of a double-reverse flea flicker play that never happened because Drew Pearson fumbled the handoff before the ball could be pitched back to Roger Staubach for a surprise pass. Somewhere, some NFL Fans are still debating whether Landry should have just fed the ball to Dorsett. That event, and many more, mark the NFL of the 1960s through the turn of the 21st Century. But by the second decade of the 21st Century, the NFL was dominated by a man not known for a schematic innovation, but for taking plays others created and using them against you in a way designed only to be used against your team. Bill Belichick famously coached the New England Patriots in such a way that he had approaches against specific teams that were used once and never again. But while it might seem there were no real innovators during the early 20th Century, a young group of thinkers were growing and as a direct result of the kind of football game planning approach that Belichick popularized. And that’s where Mike Silver’s book “The Why Is Everything” picks up, and why I say it's the greatest NFL Book ever written: in introducing us to these young coaches, Silver successfully fills in a giant gap in written NFL History. It answers the question “Who are the ones who have shaped the game, today?” And more importantly, it explains why. In “The Why Is Everything” Mike Silver writes: “Their [Kyle Shanahan and his assistants] influence can be felt in so many ways, from the proliferation of outside zone–based attacks, to the tightening of traditional wide receiver splits, to the way coaches position themselves on the sidelines, to the expanding group of coaches who’ve decided to blow off the league’s annual scouting combine.” Mike Shanahan’s son San Francisco 49ers Head Coach Kyle Shanahan is the ring-leader of coaches you’ve heard of because they are running some of the most successful teams in this 21st Century NFL: Sean McVay, Matt LaFleur, Mike McDaniels, Rasheed Morris, Brandon Staley, and Kevin O’Connell. And we’re often introduced to coaches with ties to the legends of the past, like Nathaniel Hackett, whose father Paul Hackett was Bill Walsh’s offensive coordinator during the glory years of what’s called The West Coast Offense but should be referred to for what it really is: The Bill Walsh Offense. Mike’s book “The Why Is Everything” is the greatest ever written about the NFL because it constantly peppers in football strategy and tactics into a story about the hiring or firing of one of the coaches, and in such a way that you say “I recall hearing about that, but I did not know the details”. I had just interviewed him a month ago, and for the first time in four years, and about a mutual friend, Dan Siegel. Now, Chris is gone. I call Chris an Oakland Influencer because he took time to apply great thought to politics and policy and the actions of political people. His basic approach was quite infectious, and so he was an influencer. Chris and I have a friendship that spans 35 years, and covers many events in Oakland's government, economic, and political history. All of them we talked about. Mostly over coffee at the famed, late cafe GayLords on 41st and Piedmont Avenue that was a Pandemic casualty. Emails Chris has sent to me over the years reflect our relationship. Like this one: Zinnie: I am watching your interview with Tim Dupuis on the Oakland election and you think it is strange that Sheng got most of Allysa's votes given that Sheng and Allyssa did not do a joint campaign the way Rebecca and Jean did. What you miss is that Allyssa and Sheng were ideologically aligned. Allyssia favored government spending, taxing rich people and giving lots of mney and benefits to unionized city employees; so did Sheng, except to a lesser extent (so did all the mayoral candidates, but that is another matter). It is perfectly logical that most of Allyssa's voters should have Sheng as there second choice, just like it is logical that many of Ignacio's voters would have Loren as their second choice despite the fact that they did not campaign together. Its a little strange that every run was very close, but that can be explained by the fact that Sheng and Allyssia were so close ideologically. Or this one: Zinnie: I depend on you for expertise on sports marketing and economics, but I know something about transportation. Attached is my letter to the EIR for Howard Terminal. You might find it interesting. Or this one on Howard Terminal posted at my Oakland News Now blog: Oakland - The proposed A’s stadium at the Howard Terminal site is completely unreasonable from a transportation point of view and the EIR does not properly address the transportation issues. Also, the EIR does not properly address the sea level rise issues that will put the stadium and the streets that access it under water before the end of the stadium’s useful life. I do not have expertise in sports economics or in the economics of real estate development. I do have expertise in transportation. I have been involved in transportation issues for over 40 years. I have served on the board of AC Transit (the Alameda-Contra Costa Transit District), the agency that provides bus service to Oakland and surrounding cities, for 23 years (although these comments are my own and may not represent the position of AC Transit). I regularly attend (and sometimes speak at) transportation conferences such as TRB (the Transportation Research Board), APTA (the American Public Transportation Association), UITP (Union International de Transport Public), CTA (California Transit Association), Rail~Volution, and various university sponsored transportation conferences. Luka's Oakland Owners Bar Skula Will Be At Sidebar Restaurant Location - City Of Oakland Should Help According to Maria Alderete, one-half of the team who ran that staple of Oakland culture Luka's but were forced to close it because of the economic pressure of the Pandemic, have announced that they're planning a new eatery called Bar Skula and to be located at 522 Grand Avenue, most recently, the location of Sidebar Restaurant, which closed in January. Bar Skula would be the latest in a long-line of memorable restaurants to occupy that space. The one I really enjoyed was LePetit, which had the best Cassoulet I've ever had in my life. It was also, no surprise, a great date place, Friday night was couples night there. A visit to LePetit was a great way to see who had switched to whom, and just hope that it wasn't someone you believed you were with. Ah those were the days.
