As for The Raiders and politics, the Oakland Raiders have burned the wrong bridges in Sin City and just by crossing Adelson. The Sands Founder and CEO hired 12 lobbyists to make deals with members of The Nevada Legislature. All of that went south because no one wants to piss off Sheldon Adelson. Also the deal was designed for an NFL, not necessarily the Raiders, my source told me. That is also true for the developer and the investor. Sheldon Adelson Withdraws From Oakland Raiders Las Vegas Deal, Exposing Mark Davis' Trust Issue Sheldon Adelson withdrew from the Oakland Raiders relocation effort to Las Vegas, for all practical purposes, killing the NFL move. The $30 billion casino mogul, controversial business practices and all, was team owner Mark Davis' best bet for pulling off what has always been a long-shot project for a host of basic reasons. But one reason the deal failed was one that wasn't obvious to the lay observer, but it was to anyone who's worked with Mr. Davis: the feeling that he's not really, honestly negotiating with you in good faith. This is now an obvious pattern, and something Mark Davis has to evaluate and stop doing. The first time the lack of good faith problem reared its head in Oakland in 2015. I recall telling Oakland Mayor Libby Schaaf that Davis and the Raiders were working behind her back and with the representatives of Carson, California, all the while shining her on as if they intended to work with her on a new stadium in Oakland. At the NFL Spring League Meeting, I asked Mark Davis why he was working behind Mayor Schaaf's back with Carson – on video with me, he denied doing that, when everyone of the media at that point knew that he was. The scene was not pretty at the San Francisco Ritz Carlton. The second time was when City of Oakland officials intimated to me that they were upset Mark Davis did not tell them he was going to seek a stadium deal in Las Vegas, instead telling them to wait until the 2016 January Houston NFL Owners Meeting, for the LA decision, and then wait until his stadium point person, Larry McNeil came on board – which was in April of 2016. Between that January and late April, Davis started his Las Vegas work, behind Oakland's back. I mentioned this on video at Zennie62 on YouTube to NFL Commissioner Roger Goodell at the NFL Spring League Meeting in Charlotte, and he admitted that the Raiders were partly to blame for their Oakland stadium problem. The third time came in the Las Vegas deal, and when Davis went behind Adelson's back and to the NFL with an idea to eliminate the owner of the popular Venetian and Palazzo Hotels and “replace” him with financing to be secured by Goldman Sachs. Of course, Davis forgot about the thorny issue of where that money was going to come from, let alone the political fallout from trying to cut Adelson (the unofficial Mayor of Las Vegas, not to offend Mayor Goodman) out of what he saw as a “legacy project” for Las Vegas. Davis went right along and continued to play his game of trying to always have a way of gaining the upper hand in a business deal by forming a way of cutting out his negotiating partner at the last minute. When Adelson and Las Vegas Sands Government Affairs Rep Andy Abboud realized that Davis was trying to engineer yet another way of going behind their backs in the form of a publicly-released lease proposal they knew nothing about, Adelson had enough, and pulled the plug. For Mark Davis, the third time's the charm. Unlike Oakland, Mark Davis partnered with a man in Sheldon Adelson who did not need or really want him or the Raiders – for Adelson, Davis was nothing more than a pawn. A rounding error that found a convenient use as a tool in keeping large sums of tax money away from the Las Vegas Convention and Visitors Authority. Adelson's personal 1,000-year-war was against the government firm, and it's ever growing use of the public dollar for convention space. Adelson wanted his privately-built Sands Expo and his hotels to get more business – and so the war was waged. As long as Davis played nice and stayed in his lane, Adelson was happy. The Las Vegas Sands CEO's statement made him read more like a hurt de facto Mayor of Las Vegas than a once-active investor in the Raiders project. One who spent a million on getting politicians to back the Oakland Raiders. Within the Sheldon Adelson statement, one paragraph, the last one, served to stick a knife in the Raiders NFL relocation to Las Vegas from Oakland effort, effectively reducing it to a dream. This: “While this is not the result my family was hoping for, I am very appreciative of the countless people who have given considerable time and energy to this process, especially so many of our elected officials who have made this a top priority for Southern Nevada." It was those same elected officials that were the beneficiaries of Adelson's fiscal largesse. Lobbyists too. Remember that Mr. Adelson's Las Vegas Sands staff, headed by government affairs representative Andy Abboud, begged, pleaded, and strongarmed the Nevada legislature to get the votes for Senate Bill One, and the $750 million subsidy plan. Now, with Adelson's departure, so goes away his political money and muscle. Goldman Sachs can't save Mark Davis Las Vegas dreams. Anyone who thinks Goldman Sachs Investment Bankers can save the Oakland Raiders Las Vegas deal is purely stupid and out to lunch and for several reasons: 1) Goldman Sachs does not have $800 million just laying around to donate to the Raiders; 2) the stadium, as planned, does not throw off enough revenue over a 30-year period to pay for the principal and interest on a private bond issue of $800 million; 3) That $800 million does not include both the cost to buy the Russell Road stadium land, and the expense of preparing its infrastructure, what I estimate to be between $100 million and $150 million; 4) Goldman Sachs does not have the political juice or money to compete with the investment and loyalty that Adelson's bought, and Davis sure as hell does not. And this is very important. Remember how Las Vegas Sands made promises and, as I said before, strongarmed many Nevada Legislature members to land last minute votes? Well, now that Las Vegas Sands is gone, those promises are too – Goldman Sachs can't come in and try and claim them. Indeed, there may be a hunger now to undo the subsidy deal itself, though it's too early to tell – it's possible. It's possible because one of the politicians that Sheldon Adelson made a huge investment in was the Governor of Nevada, Brian Sandoval. In fact, Adelson spent somewhere around $300,000 on Sandoval, alone. So, is Sandoval inclined to keep working on behalf of Mark Davis and the Raiders when he's planning a run for re-election as Governor? No. He's not. This deal's dead. But it doesn't mean Oakland's off the hook. It's Oakland's time to shine.

The Las Vegas lease proposal to the Las Vegas Stadium Authority proves what Oakland and Alameda County have known for years: give the Raiders a chance to take what you have, and they'll do it. The Raiders want it all for them, and as little for you as possible. In the case of the 107-page Las Vegas Lease Proposal, which this blogger went through, there are several problems, among them the fact that there's a rent charge of just $1. That's right. The Oakland Raiders, which are paying a $1 million rent at the so-called old and run-down Oakland Coliseum, are proposing to pay a rental fee of $1 to the Las Vegas Stadium Authority, and also stick them with other stadium operations costs, including utilities and Internet, while keeping all naming right and sponsorship monies. The Oakland Raiders must take the Las Vegas Stadium Authority staff for suckers who have never negotiated a stadium lease before, and want the NFL to approve the Raiders' relocation so bad, they'll agree to sell their souls to the devil if that's what it takes. A $1 rental agreement on a $1.9 billion, retractable roof stadium. By contrast, the Houston Texans, which benefit from hotel tax financing, and have a retractable roof, have a $1.5 million annual rent in a lease that lasts to 2031. Indeed, the AECOM study for the proposed Las Vegas MLS Soccer Stadium recommended an annual rent of just north of $4 million. The bottom line is, considering all of the costs the Las Vegas Stadium Authority is being asked to assume in the Oakland Raiders proposal, the LVSA will wind up running a deficit after its' first year of operation. There's no spreadsheet scenario where the LVSA comes clearly into the black under the Raiders proposal. That's not the way it's supposed to be, and anyone on the staff who would claim that this is the only way to do it because of the bond issue either doesn't know what they're doing, or is not telling the truth. As them why the Houston Texans Stadium, site of Super Bowl 51, pays a $1.5 million rent to its stadium authority, and also has a hotel-tax-supported financing structure? Stay tuned.

Davis, in turn, let the media float an alternative plan that would remove Adelson and his $800 million investment ($650 million plus the $150 millon gap left when Majestic backed out), in place Davis' questionable claim that Goldman Sachs would finance the monetary hole left in Adelson's wake, but implying that the investment banking firm would be the investor replacing Adelson. (Questionable because Goldman Sachs does not invest it's own money in stadiums – just provides financing based on expected cash flows from identified stadium development-related sources.) 4. There's no named and identified replacement investor for Sheldon Adelson, even with claims that one exists out there, somewhere, no real name or organization has been identified. 5. There's no deal agreement with the alternative investor to Sheldon Adelson. 6. Because of 3, 4, and 5, there's no proposed term sheet. 7. Who pays for the $1 billion stadium transportation infrastructure plan that was released by the Nevada Department of Transportation on October 4th of 2016? 12. Once the Las Vegas Stadium Authority get to the point of approving a deal, if one ever comes to fruition, The Clark County Board Of Commissioners still has to approve the permits and possible needed zoning changes to build the stadium at whatever site is selected. The stadium authority's legislation does not give it power to totally circumvent Clark County's Board. In development matters – the authority's primary role is that of a fiscal agent for the stadium bond issue. 13. Who pays for the $550 million relocation fee from Oakland to Las Vegas? Even at ten years, it still comes to $55 million annually, more than The Oakland Raiders have been able to afford in past years.. 14. Where does UNLV fit in the Raiders stadium agreement plan? Will the Raiders agree in writing to let UNLV use the stadium rent free, perhaps as a tax-write-off? Will that amount be enough to offset the stadium operating costs for UNLV games the Raiders would eat? Atlanta Falcons Headed To Super Bowl 51, City Gives Lesson For Oakland The Atlanta Falcons beat the Green Bay Packers in the NFC Championship Game at the Georgia Dome in Atlanta 44 to 21, and are headed to their second Super Bowl game, Super Bowl 51. While the winner of the AFC Championship Game is to be determined, it's time to stop and congratulate and celebrate the victory. The reason is because Atlanta is a model NFL city with a model NFL owner in Arthur Blank. Oh, and before we take a look at Atlanta the City, we have to shout out the Atlanta Falcons. Head Coach Dan Quinn came in from the Seattle Seahawks, and with a blueprint based very much on what he learned from the legendary former USC and now Seattle head coach, Pete Carroll – a plan based on the assembly and training of a very fast defense and a ball-control offense. That was certainly the message this blogger got when interviewing Coach Quinn at the 2015 NFL Annual Meeting in Arizona. In building the Falcons to fit his ideals, Quinn resisted the temptation to replace Falcons Quarterback Matt Ryan. The former Boston College star was always considered a good passer, but the Atlanta media constantly talked about the big games he lost with bad throws and interceptions. Not this time. Now, Matt Ryan can finally bask in the glow afforded an elite NFL signal-caller in the Super Bowl Game – a win would cement the title for Ryan. (Against the Packers, Ryan was 27 of 38 for 392 yards and 4 tocuhdowns, and one TD running.) It would also give Atlanta something it's never had: an NFL Champion. Atlanta is a great city on the rise. According to Sustainable Atlanta, Georgia, the Capital of The South added 40,000 new residents between 2010 and 2015. It's gained back almost half the residents it lost during what is called the great exodus of the 1980s, when 100,000 Atlantans departed for the suburbs. And Atlanta and the North Georgia region have grown to become one of the entertainment production hubs of America. Film LA reports that Georgia is number five in the World for film production behind only California, New York, and two international locations. Spending by film companies in Georgia has increased to $1.7 billion in 2015 and that's up by 500 percent over the year 2008. And what this blogger likes most is that Atlanta is a city that appreciates sports as economic development, and has plans for the retention of its teams, rather than reacting to any threat to move – there is none. Atlanta is also a city that is unapologetically Southern and black, yet is the growing tech hub of the South. Oakland can learn a lot from Atlanta: from how to keep its sports teams, to how to embrace, not fear, black culture, to how to maintain affordable housing in the face of rampant growth, to how to be a top place for women in the workforce. Thanks to the Falcons NFC Championship Game win and trip to Super Bowl 51, and President Donald Trump's ill-advised tweets against it, Atlanta now has the World's attention and it deserves every bit of it.
