Celeste Guap In Florida Jail Oakland Councilmember Dan Kalb's View The woman at the center of the Oakland Police Sex Scandal, Jasmine Celeste Absulin or Celeste Guap, was shipped off to a Florida jail by Richmond Police. There, Guap lost control and assaulted one of the workers, thus resulting in her being jailed there and first on a felony, which has been reduced to a misdemeanor. I asked Oakland District One Councilmember Dan Kalb about the situation and the video has his comments. But Kalb said they knew of the Richmond Police's plans. Interesting.
