NFL Annual Meeting 2016 Considers Mayor Rule Proposals The National Football League's 2016 Annual Meeting is set to get underway in Boca Raton, Florida Sunday March 20th through Wednesday, March 23rd. Of 19 total rules changes discussed in the press conference call last week and in the link below, there are five which are of extreme import: 1) Making the 15-yard extra point permanent 2) Allowing direct press box to player electronic communication during the game 3) Elimination of The Chop Block 4) Two Unsportsmanlike Conduct Penalties results in ejection from that game (The Odell Beckham Rule) 5) Moving the touchback to the 25-yard line from the 20-yard line.
